The Exchange Credit Program offers deployment benefits1 to all eligible Active Duty and Mobilized or Activated Reservists or National Guard Military Members who have valid orders to deploy to qualifying contingency locations. While you are deployed, you may still make purchases, but you are not required to make monthly payments and your interest rate is temporarily reduced to six-percent (6%). After your deployment ends, your interest rate reverts to the rate in the current Exchange Credit Program Credit Agreement and you are required to make monthly payments as long as your account still has a balance.
In order to be eligible for deployment, your account must be in good standing (no more than one payment past due), and you must provide a copy of your deployment orders or a letter from your unit commander.
The deployment orders or letter must contain:
If your deployment is extended, you or your Unit Commander/representative should notify the Exchange Credit Program.

The Service member's Civil Relief Act (SCRA) is a federal law that provides certain protections to service members. One of the provisions is a six-percent (6%) cap on interest on debts incurred before entry on active duty, including mobilization or activation from the Reserve or National Guard. This benefit does not apply to charges you make after you enter active duty or are mobilized or activated.
If you are an Exchange Credit Program cardholder, this provision may apply to you if you meet all of the following criteria:
If you meet all the criteria, the Exchange Credit Program will lower your interest rate while you are on active duty. The interest rate reduction will become effective as of the date active duty begins, and you must continue to make payments on your account. After your active service ends, your interest rate will revert to the rate in the current Exchange Credit Program Credit Agreement.
In order to obtain an interest rate reduction, you may mail or fax a copy of your orders to:

1 This benefit is offered effective January 5, 2004. Each request will be considered based on the current benefit offered on the date your request is received. Once you are approved for this benefit, the terms will remain effective during your period of mobilization, activation or deployment unless such change is required by law, regulation, Executive Order, or other non-discretionary policies applicable to ECP (the Exchange Credit Program) or the military exchanges. At the end of your mobilization, activation or deployment, your Exchange Credit Program ECP Credit Agreement will govern your account. Your APR will return to the variable interest rate according to these terms as long as your account has a balance. These terms are subject to change.
